This is the city of dark magic users. Arcane people can see the future as well as a Lighter can. When an Arcane person is accused of seeing into the beyond, they are given a test. Since Lighters and Arcane share at least one gift, that individual has to go through specific trials to determine if they are indeed an Arcane magic-user or a Lighter magic-user.
Arcane magic-users have many other abilities as well. It is easy to take a determination test. Arcane magic-users have the ability to see the future, cast spells such as hexes, all necromancy abilities, and cursed objects.
